Besser is a Chief with the Atlanta Police Department. He works alongside Lex and Sabine Lommers to coordinate efforts to contain the virus.

Day 1 of the outbreak, Chief Besser attends a briefing of a possible flu outbreak. After learning the truth about this virus, he works with Sabine Lommers and multiple other officials in effort to stop the spread of it.
